Turn Instant Pot on to sauté and allow the pot to heat up. Once the pot is hot, add in ground beef, garlic, and onion. Cook until meat is browned.
Once meat is browned, drain the fat.
Return the meat to the pot and in the water. Use a spatula to scrape up any brown bits. Add in diced tomatoes, tomato sauce, tomato paste, Italian seasoning, and pasta.
Seal the lid on the Instant Pot and turn it to "Manual" high pressure for 5 minutes.
Once done cooking, quick release and serve.
Notes
For a thinner goulash, increase the water or add more tomatoes for a thicker stew.
Half of the water can be replaced with broth if desired.
Add vegetables to your liking, green bell pepper and mushrooms are favorites for us.
It is very important to scrape any brown bits off of the bottom of the IP before cooking the pasta or you may get the burn notice.
